Are you on the new or old panel @huykim
If the old panel then no you cannot make new accounts ever - the old panel is phased out.
Signup a new account with a new email at 000webhost.com and you’ll be able to make sites again.

000Webhost usually solve these sorts of issues quickly. I wouldn’t expect more than 1-2 hours maximum. 
I do not get into the control panel 
I know there are some back-end maintenance/status issues so please wait until the monitors are green again before attempting to make any big changes.

I just try another provider. Customer service support is extremely bad and long. So I was back to using the 000web hostfree
